LEADING OFF: Hey, ref, gimme a break! That's what Chicago quarterback Steve Fuller seemed to say to official Fred Silva Sunday when the Bears couldn't hear Fuller's signals above the roar of the restless hordes at Washington's RFK Stadium. For his part, Fuller gave the Skins few breaks in guiding the Bears to an NFC semifinal upset win.
