No-Touch Icing Is the Way to Go Another Safety Issue

Besides making visors mandatory, there's another rule that should
be implemented by the NHL in the interest of player safety: the
no-touch icing policy, which is already used in college and
international play. Few situations on the ice are more dangerous
than the drag races between skaters vying for the puck on a
potential icing call.

Last month Oilers center Marty Reasoner suffered a fractured left
ankle and torn cartilage in his right knee when he crashed into
the end boards after he and Toronto defenseman Bryan Marchment
got tangled while sprinting down the ice. The vast majority of
icing touches are dull formalities, and the occasional dramatic
dash isn't worth the risk.
